A library is an organized collection of information resources that supports education, research, and lifelong learning. It serves as a gateway to knowledge by providing access to books, journals, newspapers, digital media, and other information materials. Libraries are not merely storehouses of books but they are dynamic institutions that preserve knowledge, promote literacy, and encourage intellectual growth in society. With the advancement of information and communication technology, modern libraries have evolved beyond physical spaces. Digital resources, online catalogues, e-books, and virtual reference services have expanded the reach of libraries, making information accessible anytime and anywhere. However, role of government-run libraries is steadily declining, while private and institutional libraries are gaining prominence. This shift raises serious questions about access to knowledge and the future of public learning spaces.
Government libraries largely depend on public budgets, which are often reduced or diverted to other priorities such as infrastructure, healthcare, or defence. As a result, many public libraries struggle to update their collections, maintain buildings, or subscribe to modern academic journals and digital databases. Shelves filled with outdated books and damaged facilities discourage readers, especially younger generations who are accustomed to dynamic and resource-rich environments. The modern reader seeks instant access to information through digital platforms, remote databases, and mobile-friendly services. Unfortunately, many public libraries
continue to rely on manual cataloguing systems and limited internet facilities. Decisions related to procurement, staffing, infrastructure development, or policy changes often pass through lengthy approval processes. This lack of autonomy restricts innovation and responsiveness. Recruitment delays, vacant posts, and limited professional development opportunities have resulted in understaffed institutions. Librarians often lack access to regular training in digital tools and emerging information services.
In contrast, private libraries often run by universities, research institutions, corporations, or non-profit organizations operate with greater financial flexibility. They can invest in the latest publications, international journals, e-books, and online research tools. This financial strength allows them to stay relevant in a rapidly changing information landscape. Private libraries have quickly adapted to digital transformation by introducing automated library systems, online access portals, virtual reference services, and digital repositories, making information more accessible and convenient. Private libraries enjoy managerial independence, enabling them to experiment with new services, redesign reading spaces, extend working hours, and respond swiftly to user needs. Private libraries actively focus on creating welcoming, user-friendly environments, while many government libraries remain bound to traditional models that fail to engage modern users.
So, we need to revive the government libraries that requires a comprehensive and forward-looking approach. Increased and sustained funding, integration of digital technologies, decentralization of administrative control, professional training for library staff, and active community engagement are essential steps. Governments must recognize libraries not as outdated institutions, but as strategic investments in human capital and informed citizenship. In an era driven by information and innovation, the survival and renewal of government libraries is not merely an institutional necessity, it is a social responsibility. A society that neglects its public libraries risks undermining its educational foundations. Strengthening government libraries alongside private initiatives can ensure that access to knowledge remains inclusive, equitable, and empowering for all.
